I am absolutely and strongly of the belief that if you are developing wickedly great content, the PR will just happen naturally. It's not something one needs to worry about. It seems that the problem really is that the typical blogger is quite impatient. I've seen blog forum conversations or twitter conversations where people ask, 'how can I get to a PR 4 in six months?' (That's just a hypothetical there). My own blog is two years old. It truly has taken me two years to get to a decent page rank. (PR4) Most people don't want to wait a couple of years. And PR can go up and down. Mostly people don't like that roller coaster ride. Each of those links to your blog that incoming are "vouching" for you. You can't really game that. Surely, google must know a link farm when it sees one. I don't even think it's worthwhile to try to submit a blog to a bazillion directories. Patience is the answer! Backlinks are at least supposed to be natural and organic, and of great quality. That can take years, and it seems like bloggers want that result in a few months?? I guess I'm personally more concerned about traffic and conversions rather than Google's PR. As you mentioned it's more so a by-product of building great content and marketing anyways, so shouldn't really be the goal, but a by-product of the right actions.
